Circular No. 10/2022/TT-BGDĐT of the Ministry of Education and Training regulating the assessment of students studying the Literacy Program

Circular No. 10/2022/TT-BGDĐT was issued on July 12, 2022, including some notable contents as follows:

This Circular applies to community learning centres, continuing education centres, vocational education and continuing education centres; prisons, compulsory education institutions, reformatory schools under the management of the Ministry of Public Security and other educational institutions assigned to organize the implementation of the illiteracy program (“educational institutions”). ); relevant agencies, organizations, and individuals.

Regarding the content and assessment method:

The Circular prescribes two groups of assessment contents, including:

- Evaluating the learning process, improvement, and learning outcomes of students to meet the requirements and specific performance of the competency components of each subject according to the Literacy Program.

- Assess the formation and development of students' qualities and capacities through the main qualities and core competencies according to the Literacy Program provisions.

Regarding the evaluation method, there are two main groups: By comments and by scores.

Evaluation is carried out regularly and periodically. In which:

- The regular assessment is reflected in two aspects: a regular assessment of the learning subjects' contents and the formation and development of the individual students’ qualifications. 

The circular guides: Teachers use flexible and appropriate assessment methods; The students' side self-review and participate in commenting on other students in terms of learning results and quality and capacity development.

- The periodical assessment is based on the results of the subjects’ periodical test (divided into three levels: well completed, completed and not completed) and periodical assessment of the quality and capacity development (divided into three levels: good, pass, need to try).

At the end of the semester, based on the regular assessment process and the levels obtained from the periodic assessment of the subject’s learning content and on each major qualification, the core competencies of each student and teacher are summarized and recorded in the class's educational performance evaluation summary table.

Based on the evaluation results of each subject and each major qualification, the core competency of each student and the subject average score of each subject, teachers perform a three-level assessment of the student's educational performance: Good completion; Completion and Unfulfilled:

* Regarding the assessment of students with disabilities:

- The evaluation of the training and learning outcomes of students with disabilities shall be conducted following the principle of encouragement and encouragement of the learners' efforts and progress.

Students with disabilities learn the integrated education according to the type and degree of disability, as assessed for non-disabled students, subject to requirements for the type of disability and degree of disability or as required by the individual education plan.

- Students with disabilities who study in an integrated education mode depending on the type and level of disability are assessed as non-disabled students, subject to requirements for the type of disability and degree of disability or as required by the individual education plan.

- Students with disabilities who study in a specialized education manner are assessed in accordance with the regulations for special education or as required by the individual education plan.

The evaluation records for each period of each student shall include the school records and a comprehensive table of assessments of the class's educational performance (following the attached Form attached to this Circular).

This Circular takes effect from August 27, 2022, replacing Decision No. 79/2008/QD-BGDĐT dated December 30, 2008, of the Minister of Education and Training, promulgating Regulations on the assessment and grading of students into the Literacy Program and Continuing Education After Literacy.
