Decision No. 896/QD-TTg was signed by the Prime Minister on July 26, 2022, with some significant scopes as follows:
i) The overall goals of the Strategy are:
Actively and effectively adapting, reducing vulnerability, loss and damage caused by climate change; reduce greenhouse gas emissions according to the net zero emissions goal by 2050, actively and responsibly contribute to the international community in protecting the earth's climate system; take advantage of opportunities from climate change response to transform growth models, improve resilience and competitiveness of the economy.
ii) Regarding specific goals:
The Strategy sets out several specific goals, divided into two phases: the period to 2030 and the period to 2050, including two target groups: climate change adaptation and reducing greenhouse gas emissions. In certain, for a specific target group on adaptation to climate change, there are some significant goals such as:
- Period up to 2030:
+ By 2030, the degradation of water and land resources will be controlled, and the balance of water resources will be ensured to serve daily life, industry, services, and crucial economic sectors.
Ensure forest coverage of at least 42%; Critical infrastructure works to adapt to climate change are completed with disaster safety standards, particularly works for natural disaster prevention, flood prevention, saltwater intrusion, and domestic water storage works for daily life and production, and flood control in major cities.
+ Ensure that at least 95% of the population is provided with sanitary and hygienic water, of which at least 80% of the population can access standard sanitary water; meet the demand for epidemic prevention, diseases, and new diseases arising from climate change.
+ Ensure that 80% of households in disaster-prone areas have safe houses; complete relocation of at least 70% of households living in places with a high risk of flash floods and landslides to safe places; for areas that cannot yet be relocated, monitoring, surveillance and warning system must be installed to promptly evacuate and reduce risks when natural disasters occur; …
- The period up to 2050:
+ Effectively manage water and land resources, improve environmental quality for socio-economic development; firmly ensure the security of national water resources. Continue to develop modern smart agriculture, effectively adapting to climate change and with high added value.
+ Maintain stable forest cover at 43%; The system of socio-economic infrastructure is developed synchronously and modernly, effectively adapting to sea level rise and impacts of climate change
+ Ensure 100% of the population is provided with sanitary and hygienic water, of which at least 90% of the population has access to standard clean water; all individuals have access to health care services.
+ Every individual is assured of safety against natural disasters and climate risks; ensure to relocate 100% of households living in places with a high risk of flash floods and landslides to safe places; 100% of households in areas frequently affected by natural disasters have safe houses. Disaster risk insurance for production and business activities, assets of enterprises and society.
iii) Regarding tasks and solutions:
The strategy sets out considerable solutions from now to 2030 and 2050. In which, the solutions group on: "Proactively adapting to climate change" contains solutions in areas such as Agriculture and security. food security; Forests and ecosystems; Developing infrastructure to adapt to climate change; Medical and health; Ensuring social security and gender equality; Forecast and early warning; Ensuring the safety of people's lives and properties against the impacts of climate change;...

The strategy sets out the following tasks: Planning, investment, relocation, and rearrangement of residential areas in regions frequently affected by extreme climates, especially where there is a high risk of storms, floods, storm surges, riverbank, and coastal erosion or flash floods risk, landslides, land subsidence, geological hazards;...
Strengthening efforts to ensure people's safety, especially for vulnerable people in areas frequently affected by extreme climate and natural disasters; building safe houses for natural disaster prevention associated with new rural construction; building community houses in combination with evacuation to ensure people's safety.
