Circular No. 09/2022/TT-BTTTT was issued by the Ministry of Information and Communications on June 30, 2022, the full name is: Circular guiding the implementation of tablet computer support and public-utility telecommunications services to use tablets under the program to provide public-utility telecommunications services until 2025. Here are some significant scopes:
i) The beneficiaries of tablet support are poor households and near-poor households that meet the following conditions:
- Having a family member who is a high school student;
- Needing to receive support for tablets under the Program;
- Computer support (desktop, laptop, tablet) has not been received for students' learning from other sources under the "Waves and computers for children" program.
ii) Priority criteria for households receiving tablets are as follows:
- Poor households, near-poor households who are also policy families who have contributed to the revolution;
- Poor households, near-poor households that are also social-policy families (are households whose members are receiving monthly social allowances, households that receive care and nurture social protection beneficiaries according to social policy). prescribed in Decree No. 20/2021/ND-CP dated March 15, 2021, of the Government);
- Poor households;
- Near-poor households.
The Circular also assigns responsibilities to the provincial People's Committees: Concretize and supplement criteria for prioritising households that are subject to tablet support; stipulate the order and procedures and direct the selection and proposal of a list of households receiving tablets in their localities; Approve the list of local households eligible to receive tablets and send it to the Ministry of Information and Communications according to the issued form attached to this Circular.
In addition, the Circular also assigns responsibility to the commune-level People's Committees to coordinate with the tablet supplier contractors in organising the handing over of tablets to the subjects receiving the tablets according to the list approved by the People's Committee of the province.
iii) Form of tablet support: In-kind and handed over directly to the representative of the household receiving the tablet.
iv) Dossiers and procedures for requesting support for using public telecommunications services to use tablets.
In addition to the procedures for signing a contract for telecommunications service use with a telecommunications enterprise as prescribed, the subjects named in the list are entitled to receive tablets approved by the provincial People's Committee; when registering for a subscription must have:
- A registration form for the use of public-utility telecommunications services, sent to the telecommunications enterprise (registered subscriber) according to Form No. 05/DK-DVPC specified in the Appendix to this Circular.
- A copy of the identity card (or citizen's identity card) of the head of the household or the representative of the household receiving the tablet support (with the original for comparison);
- Certified copy of poor households, near-poor households certificate according to the multi-dimensional poverty line for the 2021-2025 period who are not yet out of poverty or near-poverty as prescribed by law.
For subscribers who are supported to utilise public telecommunications services to continue receiving support, telecoms businesses must get a certified copy of the poor/near-poor households certificate each December as required by law.
iv) Additionally, the Circular makes plain which individuals are no longer eligible to utilise public-utility telecommunications services and have been removed from the subscriber-supported list, including:
- Subscribers using public-utility telecommunications services have 05 (five) consecutive months without generating traffic (inbound and outbound);
- Households that have been recognised by competent authorities to escape poverty or near poverty; etc.
This Circular takes effect from June 30, 2022.
