Directive 643/CT-BGDDT 2022 on the use of textbooks and reference books in general education institutions

(1) Directors of Departments of Education and Training (DET):

  • Organise thoroughly and propagate to each manager, teacher, and students about the preservation and protection of textbooks; do not write or draw on textbooks;
  • Strictly implement the regulation: “Teachers and educational administrators at all levels must not abuse their position to perform or participate in the implementation of coercion, mobilising students, trainees or students' parents, trainees’ parents to purchase reference publications in any form";
  • Direct educational institutions not to mobilise students or their parents to purchase publications other than the textbooks list approved and selected by the Ministry of Education and Training in any form;
  • Do not list or pack into sets of textbooks with exercise books, reference books and additional materials other than the approved and chosen textbooks list. 

(2) Vietnam Education Publishing House and publishers with approved textbooks shall review and precisely evaluate the printing and distribution of textbooks to rescue and reduce textbook costs;

(3) The Department of Education and Training shall coordinate with relevant departments and agencies in organising the inspection and examination of the release and use of textbooks and workbooks, handle violations according to their competence or request competent agencies to authority to strictly address violations.

Directive 643/CT-BGDDT 2022 will come into effect on June 10, 2022.
