Directive 06/CT-TTg on strengthening direction and coordination in organising the national high school graduation exam and university entrance exam, vocational education in 2022

For the National High School Graduation Exam (hereafter referred to as the Exam) and university admission in 2022, the Prime Minister requested focusing on completing the following crucial tasks: creating the best conditions for candidates in the new normal state, safe and flexible adaptation, and effective prevention and control of the Covid-19 epidemic.

(1) The Ministry of Education and Training creates comprehensive responsibility for the Exam; directly performs the following tasks:

  • Directly promulgate guiding documents, guide and implement the plan to organise the exam and enrol students in universities and colleges in the field of Early Childhood Education.
  • Take responsibility for exam questions for the Exam;
  • Provide accurate, complete and timely regulations and necessary information about the Exam;
  • Step up the application of information technology to serve the organisation of the exam
  • Organise the inspection and examination of the Exam and enrollment of universities and colleges in the field of Early Childhood Education.
  • Directing higher education institutions: publicly announce the scheme and enrollment method before candidates register for the exam and admission; prepare conditions for enrollment to ensure fairness and transparency.

(2) The People's Committees of the provinces and municipalities  are fully responsible for the organisation of the local exam, specifically:

  • Ensuring safety, seriousness, and quality;
  • Prepare the conditions thoroughly on human resources, facilities and equipment to organise the exam;
  • Ensure regulations on epidemic prevention and control, hygiene, food safety, security and order; develop a plan to organise exams for candidates affected by the Covid-19 epidemic;
  • Create favourable conditions for travel, meals and accommodation for candidates and their relatives at all test locations;
  • Mobilise and support candidates who are children of poor, remote, and isolated households, candidates with disabilities, and candidates residing in areas affected by natural disasters and epidemics to participate in the exam;
  • Ensuring no candidate has to drop out of the exam because of economic or travel difficulties when taking the Exam;
  • Organise the inspection and examination of the preparation and organisation of the Exam to ensure absolute safety, honesty, no errors, negatives, or violations of regulations.

(3) The Ministry of Labor, War Invalids and Social Affairs is responsible for:

  • Promulgating documents directing and guiding the enrollment of vocational education qualifications;
  • Directing vocational education institutions to publicly announce enrollment schemes and methods before candidates register for exams and register for admission;
  • Prepare conditions for enrollment to ensure fairness, transparency and efficiency.

(4) The Ministry of Public Security directs professional units and the Public Security of provinces and municipalities to closely coordinate with the Education sector to implement measures to ensure security and safety for the Exam.

(5) The Ministry of Health closely cooperates with the Ministry of Education and Training to develop a plan to organise exams for candidates affected by the Covid-19 epidemic; direct medical facilities at central and local levels to take measures to ensure epidemic prevention and control, medical examination and treatment for candidates and participants in organising the exam.

Ministries, ministerial-level agencies, agencies attached to the Government, Vietnam Electricity, Vietnam Posts and Telecommunications Group, Military Industry - Telecommunications Group, and Vietnam Post Corporation, by function assigned tasks, have the responsibility to actively coordinate and actively participate in supporting the Ministry of Education and Training and the People's Committees of the provinces and municipalities in organising the Exam.

Directive 06/CT-TTg will take into effect from 27/05/2022
