The Resolution was issued on November 19, 2021 including some notable items as follows:
1) Adjusting the regime for participants in COVID-19 prevention and control at units and localities with a high number of COVID-19 infections (Article 1)
- The anti-epidemic allowance of 450,000 VND/person/day is applied to those who directly examine, diagnose, treat and care for COVID-19 patients, suspected of being infected with COVID-19 at COVID-19 collection and treatment facilities.
- The anti-epidemic allowance of 300,000 VND/person/day is applied to people working at COVID-19 collection and treatment facilities, including:
+ Persons working at COVID-19 collection and treatment facilities, including: Persons working in infection control; Persons cleaning, disinfecting, killing pathogens, collecting and handling tools after being used for COVID-19 patients; Persons washing clothes of doctors, COVID-19 patients; etc.
+ Persons carrying out epidemiological surveillance, medical surveillance, treatment surveillance of COVID-19 patients at health stations of communes, wards and townships (including mobile health stations and groups);
+ Persons taking, pooling, separating samples; Persons directly doing SASR-CoV-2 tests;
+ Persons rinsing tools and creating the SASR-CoV-2 laboratory environment;
+ Persons transporting COVID-19 patients, patient samples;
+ Persons transporting, preserving and dealing with the bodies of persons who died from COVID-19.
- The anti-epidemic allowance of 225,000 VND/person/day is applied to those who work at COVID-19 treatment and collection facilities (including officers and soldiers of the People’s Armed Forces, People’s Public Security Forces are strengthened for provinces and cities) but do not fall into one of the subjects above.
2) Amending and supplementing the regime for participants in COVID-19 prevention and control (Article 2)
- Officers and soldiers of the People’s Armed Forces, People’s Public Security Forces, Students of these institutions who are strengthened for provinces and cities but have not been specified in the Government’s Resolution No. 16/NQ-CP dated February 8, 2021 are entitled to an allowance of 150,000 VND/person/day with the actual number of days participating in the pandemic prevention and control in accordance with the decision of the competent authority.
- When there is a prescription for a suitable medical treatment diet, COVID-19 patients being treated at the Intensive Care Units, the ICU departments, the Intensive Care Centers, etc. are supported by the state budget according to actual expenses, but not exceeding 250,000 VND/person/day.
- The special allowance for the whole injection team is 12,000 VND/injection (not exceeding 240,000 VND/person/day) when implementing vaccination against COVID-19 in the free vaccination program, etc.
The Resolution also specifies: In case persons participating in the COVID-19 prevention and control are eligible for different allowances under the provisions of this Resolution, they are entitled to the allowance with the highest level (Article 3).
Resolution No. 145/NQ-CP takes effect from the signing date (November 19, 2021) to the end of December 31, 2022.
