Decision 24/2021/QD-TTg Dated July 16, 2021 on the Process of Annually Reviewing Poor Households and Near-Poor Households and Identifying Medium Households Working in Agriculture, Forestry, Fishery, and Salt Industries in 2022 - 2025

The Decision stipulates the annual poverty review process and the process for identifying medium households working in agriculture, forestry, fishery, and salt industries in the period of 2022 - 2025

Applicable subjects: households nationwide; agencies, units, organizations and individuals participating in the process of reviewing poor households and near-poor households and identifying households working in agriculture, forestry, fishery, and salt industries with average living standards.

Methods of identifying the multidimensional poverty levels

1. Reviewing poor households and near-poor households is a survey method that collects information of households to estimate income and determine the extent of lack of basic social services of poor and near-poor households in accordance with the prescribed poverty lines.

2. Identifying medium households working in agriculture, forestry, fishery, and salt industries is a method that determines the household's income in the 12 months prior to the time of the review, excluding the social allowance or social assistance from the state budget.

Periodicity of review and identification

1. The annual poor review process is as follows:

a) Periodically once a year: from September 1 to December 14 of each year.

b) Regularly every year: once a month, from the 15th of each month.

2. The process of identifying medium households working in agriculture, forestry, fishery, and salt industries takes place from the 15th of each month.

Process of reviewing poor households and near-poor households periodically once a year

1. Compile a list of households that need reviewing

2. Review and classify households

3. Convene a community meeting to discuss and vote on the final list

4. Post and announce overtly

5. Report and consult the Chairman of the district-level People's Committee

6. Recognize poor households, near-poor households, households escaping poverty, and households escaping near poverty

Process of reviewing poor households and near-poor households regularly every year

1. Households that have a written request for review of poor or near-poor households or for recognition of households escaping poverty or households escaping near poverty shall submit it directly or by post to the chairperson of the commune-level People's Committee.

2. Chairperson of the commune-level People's Committee shall direct the Commune Steering Committee to regularly review poor households and near-poor households according to the process and decision of recognizing poor households, near-poor households, households escaping poverty, or households escaping near poverty; issue the Certificates of poor household or near-poor household within 15 days from the review date. In case of ineligibility as prescribed, the chairperson of the commune-level People's Committee shall inform the reasons in writing.

Process of identifying medium households working in agriculture, forestry, fishery, and salt industries

1. Households (whose members jointly register for permanent residence or temporary residence at their lawful domiciles as per the law on residence) working in the fields of agriculture, fishery, forestry, and salt industries and having a written request for identifying medium households shall submit directly or by post to the chairperson of the commune-level People's Committee.

2. Chairperson of the commune-level People's Committee shall direct the Commune Steering Committees to determine households’ incomes, post and announce overtly the list at the commune office within 5 working days, set up a recheck within 3 working days (if there is a complaint), and recognize medium households working in agriculture, forestry, fisheries, and salt industries. In case of ineligibility as prescribed, the chairperson of the commune-level People's Committee shall inform the reasons in writing.

Fund for implementation 

Funds for the annual review of poor and near-poor households and identification of medium households working in agriculture, forestry, fishery, and salt industries in the period 2022 - 2025 shall be deducted from and guaranteed by the state budget in accordance with the law on state budget.

Decision 24/2021/QD-TTg comes into effect from September 1, 2021
