Decision 677/QD-TTg 2022 approves the program "Building the Learning Citizen model for the 2021-2030 period."

On June 03, 2022, the Prime Minister approved the program “Building the Learning Citizen model for the 2021-2030 period” (hereinafter referred to as the Program) with the following terms:

(1) General goal: Promote lifelong learning so that Vietnamese people can develop comprehensively and make the best use of each individual's potential and creativity based on forming a "Learning Citizen” model to encourage and create equal opportunities and favourable conditions for all individuals in organisations, units, families, and all citizens in society to participate in learning.

(2) Specific goal:

- Striving to 2025:

+ 100% of staff and members of the Vietnam Study Promotion Association can thoroughly study the criteria for building a model of "Learning Citizens";

+ 40% of adults in the family and community can study (village, hamlet, residential group and equivalent), and 60% of officials, civil servants, public employees, and employees in the unit can study at the commune, district, provincial and central levels, achieving the title of "Learning Citizen";

+ 70% of those who gain the title of "Learning Citizen" must have digital skills and meet the job requirements as prescribed by the National Digital Transformation Program; of which 60% are proficient in digital skills to update themselves with information about the "Learning Citizen" assessment criteria in the digital environment.

- Striving to 2030:

+ Continue to thoroughly comprehend all staff and members of the Vietnam Study Promotion Association to understand and effectively implement the criteria for building the "Learning Citizen" model;

+ 70% of adults in the family and community can study (village, hamlet, residential group and equivalent), and 80% of officials, civil servants, public employees, and employees in the unit can study at the commune, district, provincial and central levels, achieving the title of "Learning Citizen";

+ 90% of those who gain the title of "Learning Citizen" must have digital skills and meet the job requirements as prescribed by the National Digital Transformation Program; of which 80% are proficient in digital skills to update themselves with information about the "Learning Citizen" assessment criteria in the digital environment.

(3) Tasks and solutions:

- Building and completing the Framework Criteria to apply to different subjects;

- Promote propaganda on the model of "Learning Citizens";

- Strengthen the application of information technology in organising lifelong learning activities, building a model of learning citizen;

- Deploying training, preliminary, summarising, and evaluating the building of the "Learning Citizen" model;

- Mobilize resources for socialisation to enhance the community's contribution to promoting the lifelong learning movement, replicating the "Learning Citizen" model, and contributing to building a learning society.

Funding for the Program's implementation: State budget as decentralised by the Law on State Budget and Law on Public Investment allocated to the Association according to regulations, socialisation sources and other lawful financial sources.

Vietnam Study Promotion Association, Ministry of Education and Training, Ministry of Information and Communications, Ministry of Finance, ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and cities, the Central Committee for Propaganda and Training, the Central Committee for Mass Mobilization, the Vietnam Fatherland Front, and relevant organisations and individuals within the ambit of their functions and tasks are responsible for the implementation of this Decision.

Decision 677/QD-TTg 2022 will come into effect from June 03, 2022
