The Prime Minister announced the following plan to organise the implementation of the Emulation Movement "For the poor - Leave no one behind" (hereinafter referred to as the Emulation Movement) for the years 2021–2025 in order to meet the requirements and tasks of sustainable poverty reduction, recognise, encourage, mobilise, and foster interest in and promote the responsibility of citizens in poverty reduction, and for the poor:
- Purposes:
- Promoting solidarity and strength spirit of the entire political system, society, and community in propagating, raising awareness, proactive, and creative spirit of in each person, collective, and family;
- Promote and improve the Emulation Movement "For the poor - leave no one behind" quality, arouse the will to self-reliance, self-reliance, promote internal strength to rise to "escape from poverty, build a prosperous life" of the people and the community, striving "For a Vietnam without poverty";
- Organize a practical and effective Emulation Movement to achieve the goal of multi-dimensional, inclusive, and sustainable poverty reduction, as well as to limit the re-poverty and the emergence of poverty;
- Create a substantial shift in cognition and action, awareness and responsibility of all levels, sectors, and society to achieve sustainable poverty reduction.
(2) Requirements:
- The implementation of the Emulation Movement must become a significant and regular task in every emulation movement;
- The Emulation Movement has been widely deployed from central to grassroots levels with diverse contents, prosperous, practical and influential forms; bringing into play the initiatives of all classes;
- Timely detecting, fostering and replicating advanced examples and initiatives, experiences, models, and practical and creative ways to implement poverty reduction policies and programs and praising, honouring and rewarding typical collectives, individuals and families with outstanding achievements in the implementation of the Emulation Movement.
(3) The plan has several important contents as follows:
- Ministries, departments, branches, the Central Committee of Vietnam Fatherland Front, and socio-political organisations, based on the functions and tasks, promptly deploy and effectively organise the implementation of the Emulation Movement.
- The People's Committees of provinces, districts, and communes emulate the content and solutions of poverty reduction specific to the locality, allocate and mobilise diverse resources for poor areas to reduce poor households and increase wealthy families; pay attention to appropriate production of land, residential land, create employment, ensure health, education, housing, domestic water, sanitation, information, and further social services for individuals—poverty, especially for ethnic minorities and mountainous people.
- The Vietnam Fatherland Front and socio-political organisations at all levels promote propaganda and mobilisation of all classes to participate in sustainable poverty reduction and social security actively; continue to implement the campaign "For the poor" on the occasion of the annual "For the poor" peak month;
- Villages and communities emulate and unite to support each other, reduce poverty and gradually become wealthy; support the poor to participate in labour, develop production, succeed in the economy, and rise out of poverty.
(4) Several implementation solutions:
- Strengthen the leadership and direction of Party committees, organisations, and authorities at all levels;
- Ministries, departments, branches, Central Committee of Vietnam Fatherland Front, socio-political organisations, People's Committees of provinces and central cities, along with groupings propaganda emulate to make a substantial change in awareness, widely deploy the Emulation Movement with appropriate scope, criteria, and form;
- The Ministry of Information and Communications shall coordinate with the Central Propaganda Department, the Ministry of Home Affairs (the Central Committee for Emulation and Commendation) and the Ministry of Labor, War Invalids and Social Affairs to guide press agencies and media to promote vital propaganda work;
- The Central Committee for Emulation and Commendation shall assume the prime responsibility for and coordinate with the Ministry of Labor, War Invalids and Social Affairs in organising delegations to inspect the implementation of the Emulation Movement in some localities and units annually and conduct a review of the Emulation Movement in 2025.
