MOLISA’s Decision 1013/QD-LDTBXH on Supporting Children of Postpartum Mothers Infected with COVID-19

The Decision was signed by the Minister of Labor - Invalids and Social Affairs on September 8, 2021. Accordingly:

Beneficiaries are children of postpartum mothers infected with COVID-19 born during the period of April 27, 2021 and December 31, 2021 in provinces and centrally-managed cities

- Amount: VND 1,000,000/child.

- Funding sources: mobilized sources of the National Fund for Vietnamese Children.

Departments of Labor - Invalids and Social Affairs of provinces and centrally-managed cities shall compile lists of beneficiaries and the National Fund for Vietnamese Children shall collaborate with Departments of Labor - Invalids and Social Affairs of provinces and centrally-managed cities in conducting support procedures for children.

Director of the National Fund for Vietnamese Children (NFCV) issued Official Dispatch No. 327/QBT-QLTCDA dated September 9, 2021 and sent it to the Departments of Labor - Invalids and Social Affairs (DOLISAs) of provinces and centrally-managed cities, proposing to coordinate in implementing Decision No. 1013/QD-LDTBXH.

Some key points of Official Dispatch No. 327/QBT-QLTCDA are as follows:

i. Support children of postpartum mothers infected with COVID-19 born during the period of April 27, 2021 and December 31, 2021 with the amount of 1,000,000 VND/child.

ii. Support orphan children with the amount of 2,000,000 VND/child of the following cases:

- Having both parents died of Covid-19 infection between April 27, 2021 and December 31, 2021.

- Having a parent died of Covid-19 infection between April 27, 2021 and December 31, 2021 and living in a family with difficulties.

The Official Dispatch requests DOLISAs of provinces and centrally-managed cities to compile lists of children to be supported (using the Form attached thereof) and take responsibility in determining right information, right beneficiaries; and send the List to NFCV in batches (the last batch is on January 5, 2022).

NFCV shall allocate funds for implementation via account numbers provided by DOLISAs within 03 working days from the date of receipt. NFCV also requires localities to send it settlement documents, including a list of signatures and recipients (using the Form attached thereof), photographs during remittance (if any) for settlement procedures (no later than January 15, 2022)…
