Resolution No. 69/2022/QH15 of the National Assembly on the state budget estimate in 2023

On 11/11/2022, the National Assembly passed Resolution No. 69/2022/QH15 with important contents such as (1) Approval of the state budget estimate for 2023; (2) Supplementing and adjusting the state budget estimate in 2022 and adjusting the medium-term public investment plan for the period 2021-2025; (3) Implement wage policy; (4) Assigning the Government to direct and administer several tasks and powers in the field of the state budget; (5) Supervising and auditing the implementation of state budget estimates.

In particular, the highlight of this Resolution is the implementation of the salary policy as follows:

- Regarding the basic salary:

+ Increase the base salary for cadres, civil servants and public employees from 1.8 million VND/month (currently applied base salary is 1.49 million VND/month).

+ Time to increase basic salary: From July 1, 2023.

- Regarding pensions and social insurance benefits, allowances for people with meritorious services and social security policies attached to the basic salary, from July 1, 2023, the following shall be implemented:

+ To increase pensions and social insurance allowances by 12.5% for subjects guaranteed by the state budget and provide additional support for those who retire before 1995 with low benefits;

+ Increase the standard of allowance for people with meritorious services to ensure that it is not lower than the standard of poor households in urban areas;

+ An increase of 20.8% in spending on social security policies that are tied to the base salary.

- Regarding occupational preferential allowances for preventive medicine and grassroots health workers:

From January 1, 2023, to increase the occupational incentive allowance for preventive medicine and grassroots health workers according to Conclusion No. 25-KL/TW dated December 30, 2021, of the Politburo.
- For state administrative agencies and units that are implementing specific financial and income mechanisms at the central level, as prescribed by competent authorities:

+ Continue to implement the specific financial and income mechanism until the overall reform of the salary policy is implemented following Resolution No. 27-NQ/TW dated May 21, 2018, of the Seventh Conference of the Executive Committee. 12th Central Executive Committee;

+ The monthly salary and additional income are calculated according to the base salary of 1.8 million VND/month from July 1, 2023, according to a specific mechanism to ensure that the salary and additional income are not exceeded. average in 2022 (excluding the salary and additional income due to the adjustment of the salary coefficient by rank or grade when raising the rank or grade).

The resolution also states that: The overall reform of the salary policy has not been implemented following Resolution 27-NQ/TW in 2023. Ministries, central agencies, and localities continue to implement solutions to create sources of reform. salary policy as prescribed. From 2023 to 2025, it is allowed to continue to exclude some revenues when calculating the increase in local budget revenue compared to the estimate to save money for salary reform as prescribed in Resolution No. 34/2021/QH15.

Resolution No. 69/2022/QH15 takes effect from December 26, 2022.
