Question: "This year my child intends to take intermediate exams, vocational colleges exams." I've heard that the regional priority plus policy only applies to the area where candidates study. Is that true?
Law Department – ACDC advises:
Pursuant to Appendix I issued together with the Circular No. 05/2017/TT-BLDTBXH of March 2, 2017 of the Minister of Labor, War Invalids and Social Affairs on regulations on admission and determination of criteria for admission of intermediate and college level on policies according to the region as follows:
"5. Regional Priority Policy
a) Candidates who study continuously and graduate from high school in any region are entitled to priority according to that area. If in 3 years of high school (or during high school) there is transfer, the longer period of study in which area is more entitled to priority according to that area. If one school in different priority areas each year or half the time of studying at one school, half the time of studying at the other, then graduation in any area, enjoy priority according to that area. This applies to all candidates, including those who have graduated before the year of entrance examination;
b) The following cases are entitled to priority of the area according to permanent residence:
- Pupils of boarding ethnic minority schools;
- Students of schools and reserve classes;
- Pupils of water-creating classes are opened under decisions of ministries, ministeral agencies or provincial People's Committee;
- Pupils with permanent residence (during high school or intermediate school) for more than 18 months in communes in zone III and communes with extremely difficult villages in ethnic minority and mountainous areas as prescribed by ministers, chair of ethnic minority committees, communes with particular difficulties in coastal and island beaches; particularly difficult communes, border communes and safe communes in the investment area of program 135 as prescribed by the Prime Minister if studying high school (or intermediate level) at places in districts or towns with at least one of the communes subject to the above-said;
- Military personnel and people's police officers who are sent to take the examination, if stationed for 18 months or more in any area, enjoy priority according to that area or by permanent residence before enlisting, whichever has a higher priority; if less than 18 months, they may enjoy priority in the area according to permanent residence before enlistment.
Therefore, the policy of plus priority points by region when taking exams for intermediate schools and vocational colleges exams is prescribed as above.
