Are persons with disabilities authorized to receive monthly benefits?

Question: My father was in an accident, so he was issued a Certificate of Vision Disability, a particularly severe degree. My father's travel was difficult. Can I ask my father if he can authorize my mother or me to receive a monthly allowance? Thank you for your advice!

Pursuant to Point b Clause 4 Article 9 of the Joint Circular No. 29/2014/TTLT-BLDTBXH-BTC guiding the implementation of Decree No. 136/2013/ND-CP stipulating social assistance policies for social protection subjects issued by the Minister of Labor, War Invalids and Social Affairs and the Ministry of Finance on the process of payment through payment service organizations as follows: 

"b) Transaction points make payments and request the recipient or authorized person to receive the deposit and specify their full name and name on the payment list; at the same time, the payer signs the confirmation in the monitoring book to receive the beneficiary's allowance. Where the recipient is unable to sign the receipt, use his finger to point. In case the household does not come to receive the allowance or in case the officer comes to pay at home but there is no recipient, the payer shall return the unpaid funds to the service organization to pay for payment next month;"

Thus, for receiving monthly benefits, your father or the person authorized by your father (wife, child, other relatives) can go to the transaction points to pay social benefits to receive.

Note: When receiving the benefit, the recipient must sign and specify their full name on the payment list; at the same time, the payer signs the confirmation in the Monitoring Book to receive the beneficiary's allowance.
