Law Department – ACDC advises:
Pursuant to Article 2 of the Government's Decree No. 13/2018/ND-CP dated January 23, 2018 detailing and implementing the Law on Access to Information on measures to create favorable conditions for people living in border areas, islands, mountainous areas and areas with particularly difficult socio-economic conditions to exercise their right to access information such as after:
"1. The provision of information is carried out in various forms suitable to objects and conditions in border areas, islands, mountainous areas and areas with particularly difficult socio-economic conditions, including:
a) Through the portal, the website of the state agency (if any);
b) Through the central and local radio and television systems and other local news transmission systems; local radio and television programs and other mass media;
c) Develop thematic documents, leaflets and publications; in case of necessity and feasibility, it may be conveyed in the national language;
d) Organizing thematic and community activities to share information with citizens; share experiences on providing information to border areas, islands, mountainous areas and areas with particularly difficult socio-economic conditions;
dd) Integrating information provision activities in cultural and political events of agencies and localities, in plans for dissemination, legal education and communication of new policies of state agencies in the area;
e) Increase the duration of transmission and broadcast of newsletters for information related to mechanisms and policies of people living in border areas, islands, mountainous areas and areas with particularly difficult socio-economic conditions.
2. Based on the type of information, the subjects need to provide information, state agencies in the area shall decide to choose one or more forms of public information provision specified in Clause 1 of this Article or other forms in accordance with citizens' access to information.
3. The information-providing agency must ensure the forms of information provision as required in accordance with the accessibility of the requester providing information and the actual conditions of the agency; arrange cadres and civil servants to guide and explain to requesters for information; enhance the provision of information and facilitate citizens' access to information by image, video and other means of hearing and seeing.
4. State agencies shall facilitate and encourage enterprises, organizations and individuals to research and apply scientific and technological advances in the construction of public information systems; upgrading and investing in specialized equipment for information provision activities of state agencies in border areas, islands, mountainous areas and areas with particularly difficult socio-economic conditions in accordance with relevant laws."
Thus, the measures to create favorable conditions for people living in border areas, islands, mountainous areas and areas with particularly difficult socio-economic conditions to exercise their right to access information are carried out in accordance with the above provisions.
